&lt;p&gt;&lt;strong&gt;THE HERALD’S VIEW&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Agreement is hard to come by in Marinathese days, but there is consensus on one key topic. Marinais the most logical place for residential and commercial growth on the coastalside of Monterey County.&lt;/p&gt;
&lt;p&gt;It has room, lots of it at Fort Ord.&lt;/p&gt;
&lt;p&gt;Unlike other places, it even has a reasonable amount of available water.&lt;/p&gt;

 <title>Wilmot Risks Marina&#039;s Budget</title>

 <description>&lt;p&gt;Marina citizens were told there is &amp;quot;no risk&amp;quot; involved to the city in the $106 million promise of tax increment funds in the revised proposal from The Dunes Marina Community Partners.&lt;/p&gt;
&lt;p&gt;But Mayor Wilmot told a different story to Gov. Schwarzenegger in this Sept. 3 letter.  <title>Fixing the Record Budget Deficit</title>

 <description>&lt;p&gt;In fiscal year 2007-2008 officials overspent by $2 million and burned off $2 million of our savings (fund balance) to cover the deficit. In the fiscal year 2008-2009 officials plan to overspend by $10 million, which is a record deficit; the largest in city history. $10 million in savings will be burned off covering this year’s planned deficit. Given the current economic trends it is highly unlikely to secure anywhere near $10 million in new on-going revenues to cover our on-going expenses.&lt;/p&gt;
